Elizabeth Docteur

Elizabeth Docteur has worked at the Organization for Economic Cooperation and Development (OECD) in Paris since 2001, conducting policy-oriented research on the reform of health systems to meet objectives such as efficiency, cost containment and equitable access to care. As Deputy Head of the OECD Health Division, she shares responsibility for developing and managing an ambitious program of work geared toward measuring and improving health system performance. Prior to joining OECD, Ms. Docteur served as Director of Health Policy at the National Academy of Social Insurance, a non-profit, non-partisan institution located in Washington, DC, dedicated to the promotion of informed policy-making on social and health security issues. She formerly held positions in both the legislative and executive branches of the US government, including Research Director at the Medicare Payment Advisory Commission and Senior Policy Analyst, first with the Physician Payment Review Commission and later with the President's Advisory Commission on Consumer Protection and Quality in the Health Care Industry, an advisory body that convened under the co-chairmanship of the US Secretaries of Health and Labor. Ms. Docteur has a graduate degree in public policy analysis from the University of Rochester.
